US bank recovers telephony services post relocation

A major US bank had suffered a disaster at its site in the New York financial district and was trying to re-establish itself at a new location in mid-town Manhattan.  The bank’s telecom service provider was exploiting a regulatory change to transfer all existing numbers to an appropriate exchange but was failing to deliver satisfactory performance at the new site.  The bank was struggling to convince its provider of these issues.
